Emine E. Cetinkaya-Sandi, President
Ms. Cetinkaya is an international executive with comprehensive experience in international business. Her expertise includes building corporate value, managing projects, identifying and implementing strategies to sustain growth for international companies. Ms. Cetinkaya received her Bachelor's of Science degree in finance and international business from Georgetown University in Washington, DC. She has received her MBA degree in international business from Johns Hopkins University.
Stephen J. Cannon, President & CEO of TSG Technical Services, Inc.
Prior to joining The Sandi Group, Mr. Cannon was the President and CEO of DynCorp International, LLC (DynCorp) and a member of its Board of Directors, where he was responsible for managing its $2.1B business and 14,000 employees worldwide. He led DynCorp International as it transitioned from a privately held company to a public company listed on the New York Stock Exchange. Mr. Cannon was President of DynCorp while it was an operating division of DynCorp Inc. and CSC from January 2000 until February 2005. While serving as President, Mr. Cannon oversaw its growth from a $400 million company with 3,000 employees to a $1.9 billion company with 13,000 employees operating in 36 countries. Mr. Cannon joined DynCorp in January 1982 and held a variety of management positions including Senior Vice President, General Manager, Vice President of Contracts, Director of Contracts and Program Manager. Mr. Cannon also served as a Director and a member of Audit and Corporate Governance Committees of Bristow Group Inc. (NYSE:BRS) from September 2001 to the present. Bristow Group is one of the world’s largest providers of helicopter transportation, maintenance, search and rescue and aviation support, as well as oil and gas production management services. Mr. Cannon received his Bachelor of Science and a Master of Science degrees from Virginia Technical University.
Jay K. Gorman, Executive Vice President and COO of TSG Technical Services, Inc.
Prior to joining the Sandi Group, Mr. Gorman was the Chief Operating Officer of DynCorp From 1997-2000, and Senior Vice President of Middle East/Africa Operations within DynCorp Technical Services. He was responsible for operational and financial management, business development and strategic planning for operations in seven different countries, including Saudi Arabia, Oman, Kuwait, Bahrain, Jordan, and the United Arab Emirates. He established foreign subsidiaries and branch offices in these and other countries, and developed joint-venture partnerships and teaming relationships with 30 international corporations. Mr. Gorman held a series of management positions with increasing responsibilities at DynCorp Aerospace Technology, which subsequently became DynCorp Technical Services from 1994-1997. He was Vice President and General Manager at NSA from 1990 to1994. He was the Director of Marketing at Lear Siegler from 1978 to 1989. Mr. Gorman is a seasoned government contracting and procurement professional with 18 years of experience in proposal preparation, estimating methods and techniques for Commercial, International and U.S. Government procurements.

Richard Spencer,Senior Vice President, Business & Personnel Administration of TSG Technical Services, Inc.
Prior to joining The Sandi Group, Mr. Spencer was Vice President, Business and Personnel Administration of DynCorp’s International Technical Services division with an operating budget of $1.2 billion. He was responsible for policy compliance and oversight for Business Administrative and Human Resources, and participated in planning and developing of business strategies as part of the executive management team. Mr. Spencer’s responsibilities included all aspects of business, human resources, contractual, operational, and financial management of the division’s versatile operations. He also had oversight and contract field site liaison in Iraq, Afghanistan, Iraq, Jordan, United Arab Emirates, Oman, Liberia, Bosnia, Israel, Kosovo, Sudan, Kuwait, Colombia, Peru, Bolivia, Puerto Rico and various locations within the United States. Prior to joining DynCorp, Mr. Spencer worked for Research Analysis and Maintenance from 1990 to 1993 and Lear Siegler from 1985 to 1989. His experience includes all aspects of proposal preparation, estimating methods and techniques for Commercial, International and U.S. Government procurements. Mr. Spencer earned a Bachelor of Science degree in Business Administration with a concentration in Marketing from McMurry University in Texas.
Muge Karslioglu, Senior Vice President, Business Development
Ms. Muge Karslioglu has over 20 years of expertise in management, tourism and logistics. She plays an important role in developing strategic business partnerships and further opportunities with multinational companies in boosting business in Iraq. Mrs. Karslioglu was born in New York, but lived in Washington, DC for 24 years, and considers herself a native Washingtonian. After graduating from George Mason University in International Relations, she focused on business development and developing opportunities in the tourism industry. Prior to joining The Sandi Group, Muge Karslioglu was generating USD 5 million in sales in her own Tourism Company, which she founded at age 25, and successfully ran for 12 years. She has won numerous awards and was featured on CNN, Washington Post, Travel Agent magazine and others, and was nominated as “Business Woman of the Year, 2000” by FOX TV. She has received an Outstanding Fundraiser plaque from Best Buddies. She also received Outstanding Achievement Award and Outstanding Service in the Diplomatic Community from ATC. She has lead a Business Development team at The Sandi Group that is responsible for $1 B in U.S. and foreign government contractual work.
Russell Hugo,Chief Financial Officer & Senior Vice President
Russell Hugo has over 15 years experience in financial management, international business and financial oversight. Prior to joining The Sandi Group, Mr. Hugo served as the Regional Director for Oversight and Support for the Department of State, Bureau for International Narcotics and Law Enforcement Affairs. In this role, he was responsible for financial controls and oversight for over twenty-five countries in Asia, Africa, Middle East and Europe. Mr Hugo holds a B.A. from the University of Pittsburgh and an Executive M.B.A. from Loyola College of Maryland.
