Chief of Party
   

The Sandi Group (TSG) is currently seeking applicants for the position of Chief of Party (COP) for a USAID project, based in Afghanistan for 18 months with the possibility of an extension to five years depending on funding and award of contract. The project is aimed at improving education, training and technical skills in Afghanistan to assist young men and women in acquiring jobs.

Duties: The Chief of Party (COP) is the technical and administrative supervisor of all project activities and will be the senior in-country project representative. The COP manages a cross-functional team, with overall responsibility for supervising project staff, partnering organizations, and sub-contractors (both international and local), as well as facilitating consensus and coordination on key design and implementation issues among a diverse group of stakeholders and beneficiaries, government ministries, and USAID. The COP ensures timely project implementation, monitoring of activities and has ultimate responsibility for the project’s financial accountability. The COP will work closely with the Deputy Chief of Party (DCOP) to ensure all deliverables, performance requirements and benchmarks are met.

Qualifications:

  • Minimum 10 years experience managing international and donor-funded development projects is desired
  • Minimum 8 years of international experience, preferably in post-conflict and/or developing nations
  • Previous COP and/or DCOP experience is required
  • Understanding of USAID policies and procedures
  • Extensive experience in some of the following areas: youth employability, life skills education, teacher development, capacity building, community mobilization, assessment, gender and sustainability in developing countries
  • Experience in Islamic countries and/or post-conflict areas
  • Experience in workforce development, specifically Technical, Vocational, Education and Training (TVET) curriculum development and/or business education and training
  • Experience in supervising a diverse team of employees and partners
  • Fluency in English is required
  • Fluency in any of Afghanistan’s dialects is desired
